Interior Minister Gérald Darmanin, Culture Minister Rima Abdul Malak and Sports and Olympic and Paralympic Games Minister Amélie Oudea-Castera have devised a four-stage plan for the staging of cultural events which would clash with Paris 2024.

This includes a ban on major cultural, festive and sporting events requiring the deployment of mobile force units (UFMs) from the opening of the Olympic Village on July 18 until the end of the Olympics on August 11.

Smaller-scale events requiring departmental or local events can take place subject to consultation with local authorities.

Festivals scheduled between June 23 and July 17 are scheduled to go ahead, and some major events requiring UFMs may take place between the Olympics and Paralympics from August 12 to 23, subject to a final decision at national level.

Major events needing UFMs for security purposes cannot take place from August 24 until the end of the Paralympics on September 8 with "rare exceptions decided on a case-by-case basis".

The Ministers jointly said that Paris 2024 would require "an unprecedented mobilisation of the security forces", with nearly 30,000 police offices and gendarmes mobilised each day for the duration of the Games.

However, they recognised "the importance of festivals and festive and sporting events which contribute to the vitality of territories during the summer, generating employment, social ties, tourist attractiveness and economic spin-offs".

Consultation has taken place with impacted major event organisers, and Darmanin, Abdul Malak and Oudea-Castera claimed that "solutions have already been found for most".

These included moving one of France's longest-running and biggest festivals in Avignon away from its usual July dates, starting the Ligue 1 and Ligue 2 football seasons on August 16, revised dates for the Tour De France which is set to conclude outside of the Paris region for the first time with a final stage in Nice, and staging the Tour de France Femmes between the Olympics and Paralympics.

Several festival organisers had been angered by Darmanin in October, when he expressed concerns over policing events that would coincide with Paris 2024.

Abdul Malak admitted last month that some festivals in France may have to be cancelled and would be decided on a "case-by-case basis".
