The event has been the subject of much criticism, ranging from issues over migrant workers and welfare standards to the legality of the initial vote to award Qatar the World Cup back in December 2010.

FIFA's World Cup bidding investigative team, led by United States lawyer Michael Garcia, is due to deliver its report in September and top of the report findings will be whether any evidence has been found of any wrongdoing by bidders.

This report was initially due to be submitted in late-July but has been delayed by several weeks.

It has also been revealed that this report will not be made public, with "only the final decision of the adjudicatory chamber may be made public" according to media reports.

During Blatter's one hour meeting with the Emir, the pair reportedly "discussed a wide range of topics, particularly with regards to the preparations for the organisation of the World Cup, the development of football in the region and the ongoing reforms of labour rights to ensure the welfare of migrant workers."

A statement on the FIFA website also said that Blatter and the Emir "reviewed the achievements accomplished on projects related to the organisation of the tournament."

"I was very pleased to meet today the highest political authority - the Emir of Qatar," said Blatter.

"It was great to see his and Qatar's commitment to use the 2022 FIFA World Cup to achieve positive social change and to promote the host country and region.

"Qatar takes its responsibility as hosts seriously.

"We also discussed the importance of further developing football in the region."

The meeting was also attended by FIFA secretary general Jérôme Valcke and Sheikh Jassim bin Hamad Al Thani, the personal representative of the Emir.
