The 2017 European Athletics Convention is due to begin here in Lithuania’s capital tomorrow, offering Member Federations opportunities for education, networking and socialising.

The three-day Convention’s programme includes the 26th European Athletics Congress, scheduled to be held on Saturday (October 14).

The Congress, which consists of the Council and delegates of the 51 Member Federations that it is designed to better support, will start with the appointment of scrutineers and approval of the minutes from the 2015 Extraordinary Congress in Swiss city Lausanne.

Earlier this year, European Athletics President Svein Arne Hansen announced a project team report containing proposals for bringing the European Athletics Constitution in line with the changes made last year by the International Association of Athletics Federations (IAAF) would be put to a vote at the Congress.

The report was presented at the European Athletics Council meeting in France’s capital Paris in April, where recommendations made by the project team over the replacement of "most" world and European records in the sport were approved.

Hansen said in June that the controversial suggestions to annul the records in the sport set before 2005 were now firmly the responsibility of the IAAF and that any decision on them was not likely at least until the end of the year.

Speaking before the European Athletics Team Championships in Lille, the Norwegian said the proposals were not for them to comment on any further.

He added that the governing body had reached a "unanimous" decision with the idea and they had passed these onto the IAAF to consider a final verdict.

It remains to be seen whether the matter will be discussed further at the Congress, which will be followed by a televised European Athletics Golden Tracks gala where the continent’s best male and female athletes from 2017 will be crowned.

The men in contention for the prestigious award are Turkey’s Ramil Guliyev, France’s Kevin Mayer and Germany’s Johannes Vetter.

All three won gold medals at the 2017 IAAF World Championships in London in August and had outstanding seasons.

Guliyev triumphed in the 200 metres, while Mayer and Vetter claimed the decathlon and javelin throw titles respectively.

The four women on the shortlist are Russia’s Mariya Lasitskene, Greece’s Ekaterini Stefanidi, Belgium’s Nafissatou Thiam and Poland’s Anita Wlodarczyk.

Like their male counterparts, the quartet all won world titles in August.

Lasitskene, competing as a neutral athlete due to the current suspension of the Russian Athletics Federation, came out on top in the high jump.

Stefanidi topped the pole vault podium and Thiam prevailed in the heptathlon and Wlodarczyk headed the hammer throw standings.

There are four women on the shortlist due to a tie in the voting.

The voting for the original 10 nominees in each category concluded on September 26.

The winning athletes will be decided by votes from the fans, media, European Athletics Member Federations as well as an expert European Athletics panel, with the results from each group of voters counting for one quarter of the athlete's final score.

There will also be a Rising Star award for the young athletes who have impressed the most over the calendar year and a lifetime achievement prize for one of Lithuania’s most treasured stars.

Tomorrow’s schedule for the Convention is made up of workshops focusing on topics such as childhood protection, European Athletics’ "I Run Clean" online anti-doping education platform, and European Union funding.

A calendar conference and networking session is set to be held on Friday (October 13) along with a Member Federation leaders forum.

Last year's European Athletics Convention was hosted by Madeira’s capital Funchal.
