Kobyakov made the pledge during a meeting of the Organising Committee.

Belarus plans to spend only $40 million (£33 million/€37 million) on organising the event which is due to feature 16 sports, 11 of which will be qualifying events for the 2020 Olympic Games in Tokyo. 

Azerbaijan invested at least $1.2 billion (£998 million/€1.1 billion) in staging the inaugural event in 2015, although the figure was widely thought to be much higher.

Kobyakov, the chairman of Minsk 2019, warned that Belarus would be more careful.

"The State budget has no extra money for it," he told Belarus' official news agency BeITA.

"We will buy only necessary things.

"This is why I would like you to make precise calculations, justify the spending of every ruble, look for other reserves, and work on reducing the cost of equipment and services.

"These matters should be treated very responsibly,”

The event, due to take between June 21 and 30 in 2019, plans to use only existing facilities in Minsk.

Both the Opening and Closing Ceremonies of the event are scheduled to take place at the Dinamo Stadium in Minsk, which has been undergoing renovations since 2012. 

It has been stressed the construction was already being conducted under a Government programme and are not a cost associated with the European Games, which Minsk was awarded last October.
