Following a presentation at which a bid video was played but few details were revealed, an interjection was made by OCA honorary life vice-president Wei Jizhong.

He warned the organisers were well behind where they would be expected to be with barely a year until the planned Opening Ceremony in September next year.

Wei, a former President of the International Volleyball Federation, told insidethegames afterwards how no written budget has been drawn-up and no detailed timelines for further improvement have been made.

This will create a sense of déjà vu for the OCA as it comes after Vietnamese capital Hanoi relinquished its hosting rights for the 2019 Asian Games last April, citing economic pressures, with Jakarta in Indonesia now hosting them in 2018.

But Vietnam officials repeatedly insisted after that decision how they were still keen to host the Beach Games, with the Southeast Asian nation's Deputy Minister of Culture, Sports and Tourism Le Khanh Hai accepting the OCA flag at the Closing Ceremony of the 2014 edition of the biennial event in Phuket, Thailand, last November.

A Coordination Commission inspection in the first week of October will now be key for the OCA to assess how critical the situation really is.

Vietnam 2016 is due to take place from September 24 to October 3 in 2016, shortly after the end of the Rio 2016 Olympics, and is due to mark the third multi-sports Asian-level competition in the nation following the 2003 Southeast Asian Games and the 2009 Asian Indoor and Martial Arts Games.

It was originally planned to take place across three different towns, but is now hoped to be held in Danang in the centre of the country. 

Elsewhere at today's meeting, which was chaired by OCA President Sheikh Ahmad Al-Fahad Al-Sabah, it was decided to add two nations into the Central Asian regional body, one of five such bodies which together represent all 45 NOCs which make up the OCA.

Iran will shift over from the West Asia grouping, which will now consist solely of Arab countries, while Afghanistan, whose NOC President Fahim Hashimy resigned last week, will move from the South Asia group.

They will join Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan in a body headed by National Olympic Committee of the Republic of Kazakhstan President Temirkhan Dosmukhambetov.
