Non-rights holders will be permitted to show short extracts of sporting action via websites, mobile websites and mobile apps during the Games which are due to begin on July 23.

The move will allow media outlets to record Games footage or access Games footage from authorised sources, use up to 90 seconds of Games footage per day and the use of six short extracts per day.

The relaxing of the Glasgow 2014 News Access Rules is aimed at connecting with as wide an audience as possible according to organisers and will be the first time newspapers and other news organisations will able to use clips online of a major sporting event in the UK in this way.

"Our vision is to stage an outstanding athlete centred, sport focused Games that will be celebrated across the Commonwealth and generate enormous coverage throughout the world," said Glasgow 2014 chief executive David Grevemberg.

"We welcome the BBC's innovation in this regard, ensuring that the widest possible audience has the opportunity to experience the magic of the Games and celebrate the achievements of great Commonwealth athletes."

The BBC was appointed as exclusive UK broadcast rights holder for Glasgow 2014 back in 2011 and continues its association with the Commonwealth Games which dates back to Vancouver 1954.

Last month the BBC revealed details of its coverage of the Games which it claims will be the most comprehensive in history.

More than 1,300 hours of live action via up 17 digital streams will be available across its network which it says will cover every event, every sport from every venue for the 11 days of action.

Satellite and cable viewers will have the choice of up to seven extra streams on the BBC Red Button - including one HD stream - while Freeview viewers will have up to five extra streams, and those with access to the BBC Connected Red Button will have the full range of up to 17 streams.

Gary Lineker, Clare Balding, Gabby Logan and Hazel Irvine will lead the television coverage that will include more than 300 hours on BBC One, BBC One HD, BBC Three and BBC Three HD.

They will be joined by the likes of Olympic gold medallists Rebecca Adlington, Michael Johnson and Sir Chris Hoy.

"It's fantastic that we are able to share these clips with online news providers including newspapers so as many people as possible can view Commonwealth Games footage and the industry as a whole will benefit," said head of the Commonwealth Games at BBC, Bruce Malcolm.

"This is another example of our commitment to the Commonwealth Games demonstrated by our wide-ranging package of on-air and off-air output and events throughout 2014."

The 2011 deal with the BBC was signed after a report produced by former Football Association chief executive David Davies and commissioned by the previous Labour Government, recommended the Commonwealth Games be dropped from Britain's protected list of free-to-air televised sporting events.

This opened up the prospect of Glasgow 2014 organisers facing a huge gap in their budget of around £20 million ($34 million/€25 million) but the report was later overturned by then Sport and Olympics Minister Hugh Robertson.

Outside of the UK, Glasgow 2014 has awarded broadcast rights to Network Ten in Australia, CBC/Radio Canada in Canada, SuperSport in Africa and the Asia-Pacific Broadcasting Union.
