International Rugby League (IRL) has appointed Greg Barclay, a highly respected and experienced sports administrator, to be the organisation's first independent chair following a wide-ranging governance review in 2018 and 2019.

Barclay has just started his last term as the chair of New Zealand Cricket.

He is also a Board member of the International Cricket Council and a qualified lawyer, with particular experience in commercial and business law.

He also previously established a sports event management, travel and sponsorship business.

"I am humbled and proud to be the first independent chair of the IRL," Barclay said.

"I am thoroughly looking forward to working with the Board, staff, members and other stakeholders to continue the global growth of rugby league. 

"I believe there are many opportunities across the globe that we can develop, which will build on the work of the last few years."

Barclay will be joined by two other independent directors - Emma Young and Troy Grant.

Both were appointed after an "extensive search and recruitment process".

Young comes to IRL with a strong background in digital strategy and enabling business transformation through the provision of technology solutions.

She has extensive sports experience having been head of telecommunications for the Organising Committee of the London 2012 Olympic and Paralympic Games. 

Young currently advises the International Olympic Committee.

"I am delighted to be appointed to the Board of IRL as one of its first independent non-executive directors, and am excited about helping build on the success of rugby league globally and supporting its inclusive and diverse approach to growing the sport," she said.

"I am looking forward to working alongside our new independent directors, our existing Board and the whole membership to continue and enhance the growth of international rugby league across the whole world."

Grant, who is from Australia, had a significant 22-year career in policing and emergency management before being elected to the New South Wales (NSW) Parliament, where he had numerous significant ministerial roles, including Deputy Premier and Tourism and Major Events Minister in the NSW Government. 

He will also serve as deputy chair alongside current IRL chair, Graeme Thompson, who will move to a deputy chair role as well.

"Rugby league has been a huge part of my whole life, from ballboy to playing, coaching and managing juniors, refereeing and establishing and administering a competition," Grant said.

"It is a privilege to be a part of rugby league's world governing body. 

"I am very keen to be part of the sport's growth. 

"I will be a passionate advocate, utilising my political experience and networks to enhance our present stakeholder relationships and help take our sport into new geographies and cultures."

The new directors will take up their positions tomorrow, with Barclay assuming the role of chair on February 1.

"This is another significant landmark for the evolution of the IRL," outgoing chair Thompson said.

"We are very pleased with these appointments as they bring independent persons to the Board with significant skills and experience to add to those we already have.

"I look forward to working with Greg, Troy and Emma."
