The plan, which will be revealed in Barcelona, will seek to establish key goals to aid the sport's bid for reinstatement at the Paralympic Games in 2024.

Sailing was axed from the Paralympic schedule for Tokyo 2020, with the International Paralympic Committee (IPC) ruling the sport did not fulfil minimum criteria for worldwide reach.

This dictates that "only team sports widely and regularly practiced in a minimum of 24 countries and three IPC regions will be considered for inclusion in the Paralympic Games and for individual sports a minimum of 32 countries in three IPC regions".

It left Rio 2016 as the sport’s final Paralympics Games unless reinstatement efforts are successful, with Italy’s Massimo Dighe subsequently appointed as Para World Sailing Manager in May to lead the efforts for 2024. 

"When sailing was removed from the Tokyo 2020 Paralympic Games sports programme in January 2015 we were deeply saddened and disappointed as Paralympic sailing allows a multitude of disabilities to compete on an equal basis," said the London 2012 Paralympian, who will present the strategic plan.

"Action needed to be taken and through the collaborative work within the Para World Sailing Committee and the wider sailing community the strategic goals set out a clear vision for Paralympic sailing.

"The strategic goals that we will outline at the conference to delegates in attendance and those watching around the world will allow World Sailing to put a strong bid together for re-introduction of sailing into the Paralympic sports programme for 2024 in the spring of 2018."

A presentation by Dighe in Barcelona will be streamed live on World Sailing's YouTube Channel, ahead of its release on the governing body’s website sailing.org.

He will be joined by keynote speakers including Geoff Holt, who launched a campaign to reinstate Para-sailing after the IPC's decision.

Külli Haav, from the Noblessner Yachtclub Sailing School in Estonia, Royal Yachting Association chief executive Sarah Treseder and the Trim the Sails Foundation’s Emma Hallén will also speak at the forum.

An interactive question and answer session will bring the event to a conclusion, with those watching online able to submit questions to the panel via social media.

It will be the second of three open forums to be streamed live during the 2016 Annual Conference, which is focusing on the theme of "Our Sustainable Future".

The Sustainability Forum will open proceedings on November 7, before the Para World Sailing Forum the following day.

The Commercial Strategy for the Sport Forum will be the final streamed event on November 9.

World Sailing have claimed the forums will feature world leading experts and panel discussions, ensuring strong debate about sustainability across multiple aspects of the sport.
