Cash flow from Government authorities to the Organising Committee remains the biggest concern held by the Olympic Council of Asia (OCA) ahead of next year's Asian Beach Games in Danang, insidethegames understands.

This follows a first visit by the Asian continental body's Coordination Commission to the central Vietnamese city, headed by China's Wei Jizhong, where they were welcomed by a delegation led by Vuong Bich Thang, chairman of the Vietnam Sports Administration and Organising Committee standing vice-chairman.

Wei himself had raised concerns over preparations during last month's Executive Committee meeting in Ashgabat, with the inspection-visit therefore seen as a key opportunity for more precise assessments. 

Financial matters remain the biggest challenge, with concerns over the flow of funding from the Central Government through the Ministry of Sport to the Organising Committee.

However, organisers claim to have received a first installment to begin promotional work, and expect the National Assembly to approve the total budget towards the end of this month or early in November.

Concerns also remain over progress in administrative and technical matters as well as of a lack of experts, with organisers now hoping to invite OCA experts to train local staff and volunteers before putting these lessons into practice at test events next summer.

Organisers have also been requested to distribute manuals with information about the event to Asia’s 45 National Olympic Committees during the two OCA and Olympic Solidarity Regional Forums in Uzbekistan and Indonesia scheduled for next month.

The Games, following on from a successful edition in Phuket last November, are a key test for the Southeast Asian nation following the withdrawal of Vietnamese capital Hanoi's hosting rights for the next edition of the Asian Games last year.

Sri Lanka was also stripped of the 2017 Asian Youth Games earlier this year - with Indonesia having stepped in to host both events - meaning the OCA will be particularly keen to avoid further problems.

Fourteen sports are due to be held, consisting of 22 disciplines and 172 events, with the Games set to take place from September 24 to October 3 next year, shortly after the end of the Rio 2016 Olympics.

Wei thanked the central and local Government authorities for their support and said "it was time for the preparations to move from the paper stage to face-to-face, people-to-people actions and implementation".

Accreditation, protocol, marketing, promotion, TV, IT and volunteers were among other areas discussed, with plans for 1,600 volunteers to be recruited.

A venue tour was also held around the four proposed venue clusters.

No Athletes' Village is proposed, with participants to be accommodated in hotels near their competition venues so as to best reduce transport costs.

The Opening Ceremony is set to be held on a promenade, said to be "popular with newly married couples taking photo shoots in the sea breeze", although contingency plans for an indoor arena have also been requested.

This follows the severe thunderstorms which disruped the Opening Ceremony of last year's event in Phuket.
