David Richardson, ICC chief executive, said "the safety and security of players and officials is of paramount importance" ©Getty ImagesThe International Cricket Council (ICC) has relocated its World Cricket League Division Three tournament to Malaysia due to safety and security concerns in Uganda. 

The east African country was due to host the six-team competition from October 26 to November 2, however, the ICC has elected to move the tournament due to a "recent elevation" in the world governing body's ongoing safety and security assessment level.

The event, which involves Bermuda, Malaysia, Nepal, Singapore, Uganda and the United States, will now be staged in the Malaysian capital of Kuala Lumpur from October 23 to 30.

Earlier this month, at least 11 anonymous US players told ESPNcricinfo that they were likely to pull out of the tour to Uganda, following news of a foiled terrorist plot in Kampala on September 13 that caused the city's US Embassy to issue a 24-hour warning for all US citizens in the country to stay at home or seek shelter in a safe place.

Lionel Cann, one of Bermuda's most experienced players, stated his refusal to travel citing the same reason.

"The safety and security of players and officials is of paramount importance to the ICC, and despite the excellent cooperation received from the Ugandan Government and the Uganda Cricket Association, due to recent events beyond the control of the ICC and the Uganda Cricket Association, we were ultimately uncertain if a secure environment could still be provided," said ICC chief executive, David Richardson.

"Thankfully, the Malaysian Cricket Association has offered to host the tournament at short notice and based on previous experience, we anticipate a successful event in Kuala Lumpur."
