Elias Musangeya, a senior Advisor at UK Sport, the Government agency responsible for funding elite sport in Britain, travelled to the capital Victoria, along with Dominique Bizimana, head of Rwanda's NPC, to advise officials on what they needed to do. 

They met with the Social Affairs, Community Development and Sports Minister Vincent Meriton to conduct a study and discuss the beginnings of a Paralympics community in the Seychelles.

Initial talks had been held in London with Henry Bellingham, the Parliamentary Under-Secretary of State in the Foreign and Commonwealth Office, before Elias met Meriton to examine how a partnership between the two nations could help to put in place the foundations for a future Paralympic team to flourish.

Seychelles, an 115-island country spanning an archipelago in the Indian Ocean, east of mainland Africa, have made only one appearance in the Paralympics, at Barcelona in 1992, when they sent two competitors Cyrl Charles, who competed in swimming and athletics, and Elvis Victor, who took part in athletics.

They have not competed at the Games since.

Among the recommendations made by Musangeya was to establish an interim Committee to oversee the setting-up of an NPC and for authorities in the Seychelles to improve the accessibility of wheelchair bound persons and other impairment at public buildings and sports venues

She also recommended that the Sports Ministry makes funds available to enable the sport to go through the initial stages of development.
