The document was handed over by swimmer Teresa Perales, Spain's most successful athlete of all time with 22 Paralympic medals, including six gold.

Accompanying her were Madrid 2020 international relations chief executive Theresa Zabell, the bid's sports director Raul Chapado, and Miguel Segarra, secretary general of the Spanish Paralympic Committee and a member of the IPC Governing Board.

After taking receipt of the document, IPC chief executive Xavier Gonzalez described the bid from the Spanish capital as "very solid" and claimed it represented a move forward from the bids presented for the 2012 and 2016 Games.

Condensed into 360 pages, three volumes and 14 themes, the file sets out Madrid's proposals for hosting the 2020 Olympic and Paralympic Games.

The Paralympics are dealt with in detail in chapter nine of the document, although access for all and universal design are concepts that are central to the project as a whole, Madrid officials claim.
