The International Paralympic Committee (IPC) are due to announce the final programme for the Games in the Japanese capital at its Governing Board meeting in Abu Dhabi tomorrow.

Cycling is one of eight sports seeking one of the sevens place left on the programme after the first 16 were announced last October.

There was widespread shock that cycling, which has not been part of the Paralympics since 1984, was not among them.

But it later emerged that the UCI had submitted their application late and missed the IPC deadline.

"When you hand in your homework late it isn't great, but this is handing in your homework late on the biggest stage of all and it is pretty embarrassing for an international governing body," Britain's double Paralympic gold medallist told the BBC at the time.

The embarrassment was compounded for Cookson because he claimed growth and development of cycling in the Paralympics as one of the "six pillars" of his election manifesto during his successful campaign to replace Pat McQuaid as UCI President in 2013.

Cookson has since made ensuring that mistake is corrected as one of his key short-term targets and has been in contact with Sir Philip Craven, the fellow Briton who is President of the IPC.

"We had some administrative problems which we have resolved now," Cooskon told insidethegames

"Clearly we dropped the ball and we needed to put that right.

"We have put that right.

"We are in good communication with the IPC now.

"I get on very well with Sir Philip Craven - we're both Lancashire lads - and he's assured me he's getting the right information back from the UCI now.

"I'm sure we will resolve the matter.

"We are doing our best.

"We acknowledge that we failed and have taken steps to put that right."

Besides cycling, six other sports due to feature at Rio 2016 are hoping for inclusion at Tokyo 2020.

They are canoe, football five-a-side, football seven-a-side, judo, sailing and wheelchair fencing.

Taekwondo, meanwhile, is campaigning to be included for the first time having seen badminton added last October.

The sport already guaranteed a place at Tokyo 2020 are athletics, archery, badminton, bocci, equestrian dressage, goalball, powerlifting, rowing, shooting, sitting volleyball, swimming, table tennis, triathlon, wheelchair basketball, wheelchair rugby and wheelchair tennis.
