Entitled "From Exclusion to Empowerment: The Role of Information and Communication Technologies for Persons with Disabilities", the conference will aim to promote the human rights and fundamental freedoms of persons with disabilities and to encourage all stakeholders to take concrete measures for the empowerment of persons with disabilities through the effective application of information and communications technologies.

Due to take place on Monday and Tuesday (November 24 and 26), the Conference will be attended by around 500 international, regional and national participants from around the world including government officials, policy and decision makers and representatives of ICT, media and the film industry.

In his keynote, Sir Philip will talk about the benefits of practicing Para-sport and how information and communication technologies have made it easier for the Paralympic Movement to engage global audiences and, in-turn, encourage more people to get active in Para-sport.

He will also talk about how the London 2012 Paralympic Games attracted a record cumulative global TV audience of 3.8 billion and how through working with its partners, the IPC is aiming to make the Paralympic Movement from the grassroots right through to the elite level more accessible for all.

"I'm really looking forward to addressing the audience on Monday in New Delhi as I suspect some of them will be unfamiliar with Para-sport and what impact it can have on making for an inclusive society," said Sir Philip Craven.

"One of the IPC's key goals is to raise awareness of the huge benefits practicing and seeing Para-sport can bring.

"Communication technologies have played a huge role in us achieving this goal and will play an even greater role in the future."
