Elections to select the next President and Executive Committee of the Pan American Sports Organization (PASO) could be delayed until early next year due to logistical factors, it emerged after lengthy discussion on the issue at today's Extraordinary General Assembly.

This is despite the current PASO Statutes stipulating that elections must be held in the year following the Pan American Games, so in 2016.

The Ordinary General Assembly was postponed due to today's EGM, for which the primary purpose was to debate the organisation's new constitution.

This will now be finalised based on amendments made today, but must also be approved by the International Olympic Committee (IOC).

It will then be formally ratified at another meeting, and only after then will the electoral process commence.

Under the new constitution, nominations for the position of President of PASO must be submitted in writing to the General Secretariat at least 90 days before the election, while Executive Committee nominations must be presented 60 days before.

This effectively means that no elections can take place for three months after the approval of the constitution, for which no date has yet been set.

It is not clear how long the IOC will take to approve the constitution, but there will be no time for a meeting before the Rio 2016 Olympics.

PASO interim President Julio Maglione suggested that a meeting could be held at some point during the Games, but this idea was abandoned after Brazilian Olympic Committee and Rio 2016 President Carlos Nuzman said this would be impossible as there would be no facilities for such a meeting during the Games.

A special meeting could therefore be called soon afterwards, in September, or it could be delayed and held during the Association of National Olympic Committees General Assembly in Doha on November 15 and 16.

This means that the Ordinary General Assembly would take place at some point between December and February.

Numerous comments were made on this during the meeting, with Bermuda Olympic Association President Judy Simons announcing her strong disagreement with holding three different General Assemblies in one year.

It marked one of the only times in which the Executive Committee appeared divided, with first vice-president Ivar Sisniega calling for the Statutes to be respected and elections to be held this year while third vice-president Keith Joseph warned against the "fiscal irresponsibility" of holding too many meetings.

But Maglione confirmed his proposed timetable afterwards, telling insidethegames that, while ideally it would be held this year, it could be delayed due to the process.

He reiterated how he has no plans to run, despite some rumours to the contrary this week, vowing to focus on standing for re-election as President of the International Swimming Federation next year.

The Uruguayan will also stand-down as ANOC vice-president once he relinquishes his PASO role, he confirmed.

Five Presidential candidates have emerged: Nuzman, St Vincent and Grenadines Olympic Committee general secretary Joseph, St Lucian IOC member Richard Peterkin, Dominican Republic's José Joaquín Puello and Chilean Olympic Committee President Neven Ilic.

Puello, Joseph and Ilic have all confirmed their intentions, while Peterkin "currently intends to run but is not ruling out the possibility of withdrawing at a later date in order to support another candidate".

Nuzman has not yet made up his mind, and intends to wait until after Rio 2016 before committing either way.

No host has been discussed for the meeting, but El Salvador, which was originally due to host the EGM before the venue was shifted here to coincide with the arrival of the Olympic Torch Relay, would be one possibility.
