Athletics agent Federico Rosa, who was charged with doping offences in Kenya earlier this month, has seen a request to have his passport returned blocked by a court in Nairobi.

The Italian, who is being probed for "conspiracy to cause injuries to professional athletes through doping", was told he had not provided sufficient evidence to support his application.

Along with his father, Gabriele, Rosa was subject to questioning by Kenyan police in connection with an ongoing doping investigation.

Hotel rooms belonging to the two leading agents, whose company represented banned Kenyan athletes such as Rita Jeptoo, were searched by police during the country’s Olympic trials in Eldoret.

Rosa, who has denied six counts of doping athletes, had been hoping to travel to Rio de Janeiro to manage athletes he represents at the Olympic Games.

The Italian was released on a 500,000 Kenyan Shilling bond (£3,737/$4,925/€4,471) and refunded the 300,000 Kenyan Shillings (£2,242/$2,955/€2,683) he paid to receive bail earlier this month, but was denied access to his passport.

"The court takes judicial notice of the fact that the Kenyan athletes are currently preparing for the Rio Olympics and the National Olympic Committee of Kenya in conjunction with Athletics Kenya are the local bodies responsible to the Kenyan team to the Olympics,” said Bernard Ochoi, Nairobi's Kibera Principal Magistrate, according to allafrica.com.

“The accused would have at least obtained a note from these bodies to confirm that he manages some of the athletes preparing for Olympics.

"The reasons that have been given by the accused person are good and warrant a positive consideration but they lack a backing of documentary evidence.

“This court is a court of records and in the absence of the crucial documents I will not grant the application for the release of the accused's passport."

The magistrate did state that the Italian could receive his passport should he provide documentation which confirms that he manages 10 of the 50 athletes Kenya will have competing at the Games.

The company run by the Rosa pair also represents the likes of half marathon specialist Matthew Kisorio, who served a doping ban until last year, and Agatha Jeruto, who was banned for four years in October after she tested positive for norandrosterone.

Jeptoo was suspended in 2014 for two years following a positive test for erythropoietin (EPO).

Kenyan athletes are having to undergo special testing before a decision "on an individual basis" is made on whether they can compete at Rio 2016.

This follows a decision at the Olympic Summit last month, with Kenya currently non-compliant with World Anti-Doping Agency (WADA) rules.

The criminilastion of some doping offences was approved in the county, a distance running powerhouse, to help address numerous drugs scandals.

Elsewhere, Kenyan athletes have complained about their training programme ahead of Rio.

Ahead of the Games, athletes are preparing at the Kipchoge Keino High Performance Centre, but a senior member of the team has reportedly slammed the disorganisation of the programme.

“I have been to several national team camps and I have never seen anything like this,” the athlete reportedly told the-star.co.ke.

“Here, people leave and return at their own will without anybody questioning them.

“Some went home over the weekend without asking for permission from anybody.

“There seems to be power struggles and gaps in leadership within the management that have threatened to split this place down the middle.”
