Azerbaijan's capital Baku had pulled out last week to concentrate on preparations for the inaugural European Games in 2015 and the Islamic Solidarity Games, which it is hosting in 2017. 

The Hungarian University-College of Sports Federation (HUSF) blamed the cost of staging the Games but claimed they hoped to launch a bid for 2023.

It means that there is only one bidder each for both the Summer and Winter Universiades.

Krasnoyarsk in Russia is the sole candidate for the Winter Games after the only other bidder, Valais from Switzerland, withdrew to concentrate on a campaign to host the 2021 edition. 

The decision by Budapest, who had hosted the Games in 1935, 1949, 1954 and 1965, followed negotiations with the International University Sports Federation (FISU).

There had been rumours earlier in the week that the Hungarian capital was on the verge of withdrawing.

But these were denied.

Even as late as this morning Brasilia officials believed that Budapest were rehearsing for the presentation tomorrow off-site and that they would arrive later.
